Child Safety, Protection & Well-Being
Murfat Home Child Care (MHCC) affirms that every child has the right to a safe, nurturing, and healthy environment free from harm, abuse, neglect, and discrimination.
The safety and well-being of children are the agency’s highest priority and are governed by:
- The Child Care and Early Years Act (CCEYA), 2014, Sections 5–9 (Safety and Supervision of Children);
- Ontario Regulation 137/15, Sections 36–38 (Records and Reporting) and Section 46 (Health, Safety, and Supervision Requirements); and
- The Child, Youth and Family Services Act (CYFSA), 2017, Section 125 (Duty to Report).
All MHCC staff, home visitors, and providers share a legal and ethical duty to protect every child in care and to act immediately if they suspect any risk to a child’s safety or well-being, in accordance with these legislative obligations.
Equity, Inclusion & Non-Discrimination
Murfat Home Child Care (MHCC) upholds the principles of equity, inclusion, dignity, and respect as required under:
- The Ontario Human Rights Code (OHRC).
- The Accessibility for Ontarians with Disabilities Act (AODA), 2005.
- the Child Care and Early Years Act (CCEYA), 2014.
- Ontario Regulation 137/15, sections 46 and 55, which mandate inclusive programming and the creation of individualized support plans for children with special needs.

Transparent Communication & Family Partnership
Murfat Home Child Care (MHCC) recognizes that families are the primary and most important partners in their children’s growth, learning, and care.
In accordance with the Child Care and Early Years Act (CCEYA), 2014 and Ontario Regulation 137/15, sections 45.1–46, MHCC is committed to maintaining open, honest, and ongoing communication with families and ensuring full transparency in program operations and decision-making.
All parents have the right to raise questions, express concerns, or file complaints under MHCC’s Parent Issues and Concerns Policy and Procedures, which is accessible at all times. MHCC guarantees that every issue will be addressed promptly, fairly, and without fear of reprisal.
Professionalism, Ethics & Continuous Learning
Murfat Home Child Care (MHCC) promotes the highest standards of professional conduct, ethical responsibility, and lifelong learning among all staff, Registered Early Childhood Educators (RECEs), and home child care providers.
In compliance with the Child Care and Early Years Act (CCEYA), 2014 and Ontario Regulation 137/15 (Sections 46–54), as well as the College of Early Childhood Educators (CECE) Code of Ethics and Standards of Practice, every individual working under MHCC is expected to demonstrate integrity, accountability, and competence in all professional interactions.
All RECEs must maintain good standing with the CECE, and all providers and staff must complete annual training in health, safety, child development, and behaviour guidance, as required by the Ministry of Education.
Quality Learning Through Play-Based Pedagogy
Murfat Home Child Care (MHCC) embraces Ontario’s official early learning framework, How Does Learning Happen? (HDLH, 2014), as the foundation for all programming and interactions with children.
In alignment with the Child Care and Early Years Act (CCEYA), 2014, and Ontario Regulation 137/15, Sections 46–52, MHCC supports a play-based, inquiry-driven pedagogy that promotes each child’s belonging, well-being, engagement, and expression — the four foundational conditions of learning identified by the Ministry of Education.
MHCC educators, home visitors, and providers commit to delivering high-quality, developmentally appropriate experiences that foster curiosity, exploration, creativity, and lifelong learning.
Accountability, Licensing & Regulatory Compliance
Murfat Home Child Care (MHCC) operates in full compliance with the Child Care and Early Years Act (CCEYA), 2014 and Ontario Regulation 137/15, ensuring all licensing conditions, safety requirements, and documentation standards are consistently met.
Under CCEYA Sections 4–10 (Licensing Requirements and Compliance) and O. Reg. 137/15 Sections 5–8, 36–46, MHCC maintains strict accountability measures to uphold Ministry of Education expectations.
The agency conducts monthly home inspections, reviews all provider records, and maintains complete and accurate documentation to ensure continuous compliance, transparency, and safety across all licensed homes.
MHCC is committed to fostering a culture of professional accountability where every provider, home visitor, and staff member understands and fulfills their regulatory duties.
Emotional Nurturing & Positive Guidance
Murfat Home Child Care (MHCC) believes that positive relationships, emotional security, and respectful guidance are the foundation of every child’s development.
All educators, home visitors, and providers are expected to nurture children with compassion, consistency, and respect.
In accordance with the Child Care and Early Years Act (CCEYA), 2014, Sections 8–9, and Ontario Regulation 137/15, Section 48 (Prohibited Practices), MHCC strictly prohibits corporal punishment, humiliation, or any form of emotional or physical harm.
All behaviour guidance strategies must promote self-regulation, self-esteem, and emotional well-being through supportive and developmentally appropriate approaches.
Confidentiality, Privacy & Record Management
Murfat Home Child Care (MHCC) is committed to maintaining the highest standards of confidentiality and data protection for all children, families, and staff.
All personal, health, and family information collected, used, or stored by MHCC must comply with:
- The Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), R.S.O. 1990, c. M.56;
- The Personal Health Information Protection Act (PHIPA), 2004, S.O. 2004, c. 3;
- The Child Care and Early Years Act (CCEYA), 2014, and Ontario Regulation 137/15, Sections 36–38 (Records and Recordkeeping).
Information shall be collected only for legitimate child care, health, and licensing purposes, safeguarded against unauthorized access or disclosure, and retained or destroyed in accordance with legal and agency policy requirements.
Community Collaboration & Social Responsibility
Murfat Home Child Care (MHCC) recognizes that high-quality early learning thrives through collaboration with families, community partners, and public organizations.
In alignment with the Child Care and Early Years Act (CCEYA), 2014, and Ontario Regulation 137/15, Sections 46–52 (Program and Community Partnerships), MHCC actively engages with community agencies, support services, and local networks to enhance the well-being of children and families.
MHCC also promotes environmental stewardship and civic responsibility, ensuring that children learn the value of caring for their community and the natural world as part of their early education experience.
Continuous Quality Improvement (CQI)
Murfat Home Child Care (MHCC) is dedicated to a culture of ongoing quality assurance and continuous improvement in all aspects of its licensed operations.
In accordance with the Child Care and Early Years Act (CCEYA), 2014, Sections 4–10 (Licensing and Compliance), and Ontario Regulation 137/15, Sections 46–52 (Program, Supervision, and Evaluation), MHCC implements annual quality audits, internal evaluations, and continuous quality improvement (CQI) plans to ensure the highest standards of safety, programming, and professional practice.
Through systematic self-assessment, feedback collection, and performance review, MHCC strives for excellence in service delivery, regulatory compliance, and the well-being of children, families, and educators.
