Licensed Home Child Care (Ontario)
Licensing & Oversight:
What is licensed home child care?
Licensed home child care is regulated under the Child Care and Early Years Act, 2014 (CCEYA). A
provider offers care in their home, but the program is monitored by a licensed agency approved by the Ministry
of Education.
Who ensures compliance?
Agencies conduct regular inspections, monitor health & safety, and ensure policies are followed. The
Ministry of Education conducts unannounced inspections and reviews agency practices.
What happens if a provider or agency violates regulations?
The Ministry may issue Compliance Orders, Administrative Penalties (fines), or suspend/revoke a licence.
Parents are informed of serious non-compliance.
Ratios & Capacity:
How many children can a licensed provider care for?
Maximum 6 children under 13; no more than 2 under 2; provider’s own children under age 4 count toward
the maximum.
Can my provider care for both infants and school-aged children?
Yes, as long as total numbers stay within the 6-child maximum and no more than 2 under 2 years old are
present.
Health, Safety & Environment:
What daily safety checks are required?
Providers must complete daily health and safety inspections of indoor and outdoor areas before children
arrive, documenting hazards and corrective actions.
What emergency requirements exist?
Providers must have a Fire Safety Plan, working smoke/CO detectors, monthly fire drills, a stocked First Aid
kit, and an Emergency Management Policy.
What are the rules for safe sleep?
Infants must be placed on their backs, in their own crib/playpen, with no blankets, pillows, or soft toys.
Providers must conduct and record visual checks every 15 minutes.
How is medication handled?
Medication must be stored in a locked container, administered only with written parental authorization, and
documented.

Parent Responsibilities
☑ Provide accurate child and family information
☑ Supply personal items (clothing, food, diapers as required)
☑ Follow drop-off/pick-up times and attendance rules
☑ Pay fees on time, even during absences (unless otherwise stated)
☑ Report changes in contact or medical information
☑ Support provider and agency in following policies
